FTZ Institute of Policy Innovation

General Facts: 
Over the years we have analyzed the international ship registration system in Shanghai FTZ in regard to international laws and practices and studied the implementation work plan for the registration system. We have conducted research over the system and its implementation work plan for air transshipment cargo movements. We have fulfilled the tasks of the third party evaluations for innovative systems of FTZ. We have exercised extensive and deepened international communication and cooperation to provide support for policy making and implementation during the process of FTZ system innovation.
Research Projects: 

1. The design and implementation work plan for the system of international ship registration in Shanghai FTZ has been reported to the State Council and have been reviewed by President Xi jinping. The work plan has been approved by senior leaders as one of the key government work in 2015 and has been enacted recently.

2. Research for the innovative implementation policies of air transshipment cargo has been conducted for the first time in the air cargo shipment industry.  Research outcomes can be used as the theoretical basis for the publication of related policies for Shanghai Free Trade Zone.

3. Research for third party evaluations of the innovative systems in Shanghai FTZ has evolved 8 and 24 Inspection and Quarantine policies in 2014 and 2015 respectively, 6 and 12 Quality Technical Supervision policies in 2014 and 2015 respectively.  Those evaluated policies have been promoted into application in other free trade zones in China.

Research Staff: 
Headed by Professor Wei Yan, our academic team has brought together multidisciplinary expertise, including 15 research staff of 5 professors, 3 associate professors and 7 lecturers.
